It won best picture for the same reason movies like Forest Gump and Titanic won. They were huge hits with mass appeal that everyone could watch. At the time Dances with Wolves was way more talked about than Goodfellas. I think Goodfellas has definitely gotten more recognition over the years though. But people forget how huge Dances with wolves was. I definitely think it was worthy of best picture.
