Interms of the spin off shows torchwood (TW) and the Sarah Jane adventures (SJA) I would advise in this order Torchwood (TW) S1 Episode 1 TW S1 Episode 2 TW S1 Episode 3 Doctor who - the runaway bride SJA- pilot Episode only DW S3 Episode 1 TW S1 episode 4 DW S3 Episode 2 TW S1 episode 5 DW S3 episode 3 TW S1 episode 6 DW S3 episode 4 TW S1 Episode 7 DW S3 Episode 5 TW S1 Episode 8 DW S3 Episode 6 TW S1 Episode 9 DW S3 Episode 7 TW S1 Episode 10 DW S3 Episode 8 TW S1 Episode 11 DW S3 Episode 9 TW S1 Episode 12 DW S3 Episode 10 TW S1 Episode 13 DW S3 Episode 11-13 The rest of series 1 Sarah Jane adventures

However, eventually there are more significant tie ins to the DW narrative. There is a point in Who that is more beneficial to have watched both series 1&2 by. So, the options can be to not watch at all, as the connections / crossover are loose. But if you do start, then finish certain sections before the other, so that one show doesn't spoil events of the other.

Rose really did make him into a better person. You are right, torchwood spinoff show (featuring captain jack) now starts from here after this finale as well the sarah jane adventures. The reason for her saying (narrating) on how she died. She means back on her world now (not the parallel world) so many people died during the battle of canary wharf (battle between cyberman and daleks with humans in the crossfire) Rose was one of those many who died/missing so she is officially dead on her world but safe on the parallel one.
