I mean we know in retrospect that Saul does use his law degree for bad, but this episode raises the question of whether that would have been the case if Chuck had allowed Saul to be recognised and get the job that he truly did deserve to get. Also, on top of that, Saul is as you said his brother and carer. He does everything for him. Chuck’s actions were incredibly cold hearted in my opinion. That was a good episode.
