The Pixies were from Massachusetts, along with fellow proto-grunge group Blake Babies. Grunge proper went downhill when it moved from Massachusetts to the west coast and became whiney and wore lots of flannel. "Flannel," incidentally, was low-key a derogatory term for grunge fans once the trend had boomeranged back to the east coast, or so I have heard from a guy who used to be a bouncer at a punk bar.

They did this to Louisiana in the mid-90s to force Louisiana to fix a loophole in the state’s alcohol law which allowed 18 year olds to purchase alcohol. Distribution of Federal funds is the often unseen carrot and stick behind many many state and local decisions. State and local officials play along because… they get patronage $ to distribute. This goes into planning. DEI stuff is baked into most regulation now and has to be considered for planning. Almost all grants for planning are DEI related.
