When applied to people, like the "dregs of society" it means the scum at the bottom. "Vagrancy" is a nice way of saying "a homeless beggar." A "dike" is a earthen wall made to stop flooding. Not to be confused with "dyke" which is slang for lesbian. "Put your finger in the dike and pray" is referring to the first one. I think. I hope.
