The author mentioned as a reply to fan mail that the eggs at the start, were carried by wind from somewhere on Earth. It's always been somewhat mysterious as you can draw various theories and they still don't invalidate what the core message of the show is.
Their position doesn't change, no matter where they came from: they exist to regulate humans. Their initial "thought"/command, as Migi mentions, was to take over the brain. In a sense, humanity.
Later in the series, namely in the last two episodes, Migi then says that Gotou's motive in his agitated state has revealed their instinct to devour the human species.
That last part is brought by Gotou's anger, even Migi gets to learn that on the spot and is somewhat fascinated by it, since he never learned proper emotions as he failed to take over the brain. It also explains why he feels so cold and rational for most of the series, it's only after saving Shinichi and fusing with his whole body, that he started to form this bond that we love

Thanks for covering this series, I've been able to enjoy it once more alongside you. Very glad it was enjoyable for you, it's a wild ride and tackles some philosophical aspects of life and humanity I found pretty good in retrospect
