I think there is always a static noise effect if Bond is seeing the future. So if there is no static, we are just seeing his thoughts, not the future. It can be a little hard to differentiate unless you are paying close attention to it, since they will sometimes show non-future thoughts right after him seeing the future. For example, after he foresaw Loid sending him home from the mission, we saw a scene of Yor asking where he had been and telling him to eat the horrible food, but the Yor scene was *not* him seeing the future.
