So I believe that the chin hold and Fuuko's hand on Andy's chest were perceived by... her power, I guess, as two separate instances of contact. She was just blushing a little for the chin hold, and she was caught off guard, and that resulted in the big truck and explosion. Then she was her face was completely red as she put her hand on his chest, and that resulted in the dynamite. That's what I'm assuming anyway. I don't remember if they made it more clear in the manga or not.
