It doesn't look like anyone has mentioned it but, generally speaking, the rule for whether something is a foul or not is that you have to hit the ball before you hit the player. You can bump the other player, but you can't impede them (trip them or body them too hard), without touching the ball first. The ref likely didn't call that foul on Kaneda because he got his toe on the ball and kicked it forward before he and Kuroda got tangled up.
