Hol Horse didn't see a scorpion, he just tried what the book said and trusted its predictions is all. The thing with Thot's book is that is predicts what will happen, but skips the "development" of the whole scenario, that's why the "holes" get filled when they act upon the predictions, because they truly are 100% accurate descriptions of the future.
