I get Viktor wants to improve lives, but you can’t really improve lives if there are no lives to improve. Hence why defending the city is important. But like Vander said, "Nobody wins in war."

You notice he talks about the thick toxic air down in the undercity, and how he's given them fresh air hinting at the fact that the chembarons no longer live down so far in the undercity with everyone else-they have more wealth now to go higher up topside. But we never see Silco up so high, he's still down there at the last drop, still with everyone else. It's like the Chembarons have forgotten what is was like to breathe in that bad air down there and Silco wanted to make them never forget-just cause you live comfortably now doesn't mean it's going to stay that way especially if you go against him
