It's never explained in the anime but when Dio took Jonathan's body and gained a stand it also caused Jonathan's body to awaken what would have been Jonathan's stand allowing DIO to also use it. According to the author, all Hamon users gain stands like Hermit Purple cause Hermit Purple is pretty much the physical manifestation of Hamon.
