I think it might be the times. Like because kids nowadays don't care about cussing and stuff i think the animtors are taking it into consideration. It makes sense that Johnathan was super polite. And that Joseph was a little rough but still respectful. It's the late 1930s. But Jotaru is the late 1980s delinquent era of Japan.
