You can't tell anyone! And if you do, I'll vehemently deny what I've told you :). Some stuff isn't written yet, so I can't promise I'll have a lot of specifics, and if it's something I can't answer, I'll give you another shot.

Oh hey, this is a good question! Mostly everyone is pretty chill about it because I haven't had the opportunity to delve farther into things lol. I had to maintain a certain sense of urgency with this chapter, so I'll be addressing the mechanics of random packs popping up later, but basically, it's not that weird that some werewolf packs stay kind of off the grid. That'll be more of an issue in the second arc of this story, but I'm going to try and shove in more explanation in the next chapter just so it doesn't seem too weird in the meantime. It's like, some packs don't really want to be part of a larger government structure and don't agree it's needed, and so long as they aren't causing problems, it's okay to leave them alone. But when random packs do cause problems, or when there's a dispute over territory, the council has to step lightly so they're not seen as stepping on the agency of another pack that doesn't agree the council should exist in the first place. I'm still working out the kinks with this part of the story, because like I said, the council will be a larger part of the second arc, and we're not close to that at all yet!

2016-11-25 16:09:46 +0000 UTCAh! Speaking of general questions, I want to know why no one really seems to be freaking out that there appears to be a pack of werewolves no one knew anything about. I mean they obviously don't know what they are doing, the rules to werewolf, or even how to transform properly. It just kind of seems to be the powers that be sent in one werewolf who finds out there is a werewolf no one knew existed. Then he finds a whole pack of them... and everyone is like "we can't do anything, it will break the rules." Everyone seems very, very calm about the whole thing. And every we don't want to touch this with a 10-foot pole. Why isn't there like a whole bunch of people demanding to know why there is a pack of werewolves where there shouldn't be one?
