New Accepted name is Jatropha cathartica (only mentioning because I had no idea what the hell you were talking about). Those seeds are hard, but Mike Heap says hes germinated them the same as any other plant, which confuses me, but his nursery is pretty well watered so maybe the seed just needed time to have the seed coat break down and become thoroughly inundated with water. Or it could be that the seed has an aril that needs to be removed? I'm not sure. I've never had luck. The best method might be to just sow them with decent heat and humidity and forget about them until one day you see a little green stem and leaves sticking up.
