Senator Carl proposes the High Temple of Mystra, a temple, library and storehouse of magic.

The Temple of Mystra is the winner, congrats to Senator Carl! Also, this is one of only two times the Cartographic Congress has tied in a runoff vote and I just realized that Senator Parker's warship was one of the two finalists in both. This suggests to me that it's a popular idea that people would like to see and I'm going to run a special vote to see if you want me to draw both maps.
