Cort has the fourth. The Dranglaex knew about it, hence why they were torturing Nyrah for its whereabouts. The Drangs were bluffing, resulting in the cold war that had been persisting until now. If they take that Federation Dreadstorm, and successfully kill the man bearing the pictured Starcaster, they get their second 'Caster and (mistakenly) know they now have two while the Federation have one. Given Cort's experience with his 'Caster, they're not far off the mark... Edit: I just re-read some of the articles. The Drangs are up to speed on current events. Whoops.
