If I were the guy in this scenario, I would want to know if these feelings are real or if it is the alcohol. I personally would not feel right sleeping with a drunk girl if what she is feeling is because of alcohol. I would want her to tell me that she wants me when she has a clear head and her feelings are genuine.

The reason why he hasn't done anything to this point is because he is afraid it's the alcohol talking and he doesn't want to ruin their friendship with her by doing something to take advantage of her. It's obvious that he cares about her but he can't take this as face value. What if she realizes that she left the voice mail and sobers up saying that those are not her real feelings? As a man, you have to be careful here.
