16 was Gero's attempt to revive his son who passed away as a android. (not from his cells, a true android of parts only. 17, 18, and 20 are Cyborgs) Most other androids before this are in Dragonball, and movies for Z have additional models. edit: (why he didn't scrap him with the others)

2024-05-16 06:05:46 +0000 UTCThe twins are actually cyborgs (human teenagers named Lapis and Lazuli kidnapped by Dr. Gero and outfitted with mechanical enhancements, which explains their rebellious nature, their bitterness towards him and why 17 wants to drive a car, because he was probably robbed of that opportunity). 16 is an actual android - purely mechanical, modeled after Dr. Gero's son.
