Easiest method: Use a VR headset (I use Quest 3 and Virtual Desktop from the app store), set your desktop to portrait, open the image (just using Windows 11 standard photo app), make the app fullscreen and enable SBS Full (For me it's pointing in the bottom left beneath the desktop.)
