Katara will tell you at one point to play some scam games with Toph and let Toph distract the audience by wearing a bikini or giving you a handjob. When you've done enough of those(Katara will tell the amount) things should progress again.

At a certain point in time Toph will forcefully put you into the maze, once you get out of there the anal scene will follow. But before that can happen you'll have to get her into the tavern and drunk. Perhaps Katara has already told you to play some scam games with Toph to up her public count. If so you'll see the bikini option and handjob option followed by a number. Get those up high enough and the (drunken) fun can begin! Hope that helps!
