Rise of Asura Oukoku - Key Event #1 - A New Progression - Failure

According to the set rules following penalties would apply:
Failure:
- Lock-down of an additional progression path.
- -1 x Chapter Preview of The Spearmaster and the Black Cat and -1 x Chapter Preview of Hachinan tte, sore wa nai deshou! for 3 months starting with 1st January 2019.
But, somehow I don't want to start the New Year on a bad note. Additionally, I will assume that many of the players have been on vacation during December. Well, I think that's wishful thinking, but let's simply go with that.
And even though the ones who participated didn't reach even 12,5% of the whole, I'd like to reward them somehow...
How troublesome.... -.-
Let's go with a simple solution:
- The lock down has been dismissed, meaning the rewards will disappear if we should ever go below the target goal.
- The promised Hachinan Interlude (which I fortunately translated only up to 50% so far) from the last event won't be released. It will appear in another event in the future again.
- The reward for Spearmaster to have one additional chapter untl 28th February will be decreased and end at the 31st January.
- There will be no further events until March 2019.
Just so you get an idea on the missed progression path: I had planned to go with Village Chief family as additional tier until hitting the next goal. Then I would have introduced the two noble ranks Knight and Baron once we reached the Town goal which would have resulted in 4 Hachinan Chapters, 8 Spearmaster Chapters and 10 Nidoume Chapters at maximum Tier.
Well, as you didn't unlock that progression path, we will head for a republic type of civilization for now until the next key event.
