There ONE Loss, ONE Balthazar, and ONE JoJo reference (well two but I count them as one). Bonus panels don't count.
1: If you zoom in, you'll notice Mario has Peach saved as "Bae" in his phone in the first panel.
2: Mario refers to Sheik as "him", referencing Sheik's hidden identity from Ocarina of Time (and the character trait in general).
3: The great fairy Tera's "shell" is closed. A piece of paper tells us she's attending Luigi's and Cotera's wedding. Glad you was able to read that, Iron Collie.
4: The fairy does a little >:( emote because it doesn't want to revive Ganondorf in the first panel. This was literally the only way I could come up with to make a Fairy express an emotion.
5: DK is apparently very happy Sheik is back, as he's hugging her very passionately in the first panel. They're good friends, apparently.
6: There's a cheeky Lizalfos hiding in the sand in the background of the first panel, but John Hattan found it.
7: Yep, this week's loss was found by Ash, and it was pretty on-the-nose: a sign in the second panel says "Huge discounts! Selling at a <loss.jpeg>".
8: Yes Tejayes, Balthazar is allowed in Gerudo Town because he was a good boy. He's seen being pet by one of the Gerudos in the background of the second panel.
9: Trigger correctly pointed out that Sheik's eye on her chest emotes her current emotion.
10: The Ice Climbers are suffering from the intense heat in their Warm Doublets in the second panel. I think (needs confirmation) that Link does the same when you wear a Warm Doublet in the desert, Carrick RaccoonBro Inabnett.
11: There's a Korok walking around in the second panel, and he/she/they took up arms (in this case, a little wooden pitchfork) against the intruders in the third panel. Glad you noticed he/she/them Eli Hurtt (do Koroks have a gender??)
12: There are many other details in the third panel. One of them, found by Jake Lyde, is a reference to a bonus panel from a few weeks ago: one of the Gerudo has apparently bought an Incineroar lingerie set from Peach and Daisy.
13: Another detail is the inclusion of a Ocarina of Time-design Gerudo! Glad you noticed her, Erin.
14: There's also a literal Gerudo child among the Gerudo warriors.
15: One of the Gerudo is holding up a poster with the Gerudo Town rules, as mentioned by Gavin Walker. Men (in general) and reviving dark lords is forbidden. The gang breaks both rules.
16: Phloxiana noticed that the actual queen of Gerudo Town, Riju, also joins the group of warriors. She's a queen in more ways than one.
17: And yes, there's also a Sand Seal among the group in the third panel. Zach found him. This looks like a male Sand Seal, so I guess male animals are allowed.
18: No one noticed the tiny Among Us earring the Gerudo in the bottom left corner is wearing though!
19: Apparently, some angry man wrote "Gerudo = sexist >:(" on the prison wall. Glad you noticed this little act of vandalism, Griffin Seeley.
20: Someone, possibly the same man, has kept track of his days in the cell by counting the days on the wall.
21: The Waluigi Loser graffiti makes yet another appearance, once again in a prison cell. The previous appearance was in Incineroar's basement cell in the Smash house.
22: And finally, someone wrote "We live in a society - Bottom text" on the prison wall. This is, of course, a reference to the Joker meme. Glad you found it because it's partly obscured, Zanreo.
23: I said I would count the JoJo references as one, but since you both mentioned half of it I guess I'll give both Cameron Devera and Alex Nelson a point for mentioning the "to be continued" and the menacing "ゴゴゴゴゴゴゴ” in the final panel.
24: And finally, one even I forgot about myself, but found by Daniel Myhre: Mario emits Super Stars when he gets dropped into the prison cell!
