There is ONE Loss, NO Balthazar (unless you count Claude) and ONE JoJo reference.

1: Yes, the notice in panel one does promise memes- JoJo- and dicks fireworks. I assumed I'd see a lot of both, but I haven't seen many dicks so far. Probably because /r/animalcrossing doesn't allow nudity. Still, good catch Zanreo and John Hattan.
2: The katakana on the notice in the first panel reads 'kurejireddo', meaning Crazy Redd. The shi (シ) is small, so it puts a pause between re and do. You're still correct though Zach.
3: Nook is Redd's ex. But not just because they had a partnership, but also because they were passionate lovers, Toon Draw.
4: My villager's face in the fourth panel is half Jotaro, half Josuke. But 100% JoJo-inspired.
5: Claude and Dotty are enjoying the fireworks together in the final panel. Aww. Found by Luke.
6: Yep, Peewee is still showing his bare ass, Alex Nelson.
7: Greg the tarantula is going crazy with his sparklers in the final panel. Found by Marwan Abunura
8: Yes Phloxiana, there is indeed a loss in the moon in the final panel.
9: The clock is indeed broken, Put 9-Volt In Smash Bros Please. It's a JoJo reference (Kakyoin breaks a clock in part 3), but I'll count it.
10: Yeah, as promised (we can consider him a meme, right?), Dio appears in one of the fireworks in the final panel. Found by Lumilias.
11: All characters are drinking real cocktails! The bunnies are drinking carrot mojito's, Tom Nook drinks whisky on the rocks and Isabella drinks sex on the beach.
