You must be on a computer or Vimeo's app to see/participate in the chat. It's not available on a mobile browser. If you're on a computer, you can either sign into your Vimeo account (they're free), or enter a username in the chat to participate.
If you're on a mobile device, your best bet is to download the Vimeo app, and sign up for a free account, or log into your existing one. Tapping the link here on Patreon will take you to the mobile Vimeo site, but there should be a pop up message that lets you open it in their app.
