Vincent Chansard? (He is impact frame god so it is Vincent you're talking about). He didn't work on JoJo, so I think you mean Jujutsu Kaisen. And they didn't "get him from JJK", it's the other way around. He is in-house with Toei, but helped on Mahoraga episode because a friend from Mappa invited him to participate on that one episode. He also said that he will never work with Mappa again, as they're a terrible studio for the staff.

I'll reiterate. One Piece team has the best animators in the world currently in my opinion. Ota, Vincent, Mori have to be top 3 for me in the whole industry of current generation, Ota being my personal favorite. The whole One Piece production is out of this world. It's like Mappa and Wit put together or something, as they make twice as much "super episodes" per year than any other studio, AND, they're working on a weekly schedule. When studios like Mappa, besides a huge project in a year (like JJK S2), can't keep up even seasonal quality while overworking the staff they have (talking about stuff like Attack on Titan S4, Hell's Paradise, etc..). Toei is unmatched production wise and this needs to be acknowledged, as they're given so much shit for pacing they have no control over. Especially when you compare elaborate characters like Kaido or even random gifters to the characters other best seasonal anime offer, the amount of detail is like 4 times more in One Piece. Some people think good animation is all equal, but they forget that good animations with insanely detailed characters are much more impressive. I genuinely believe Mecha anime and One Piece are the hardest to animate, and direct - as not only the characters are vastly detailed, they're also of extremely varying proportions constantly unlike JJK or Naruto and the like, and on top, the landscapes are much crazier, it's not some forest or a room, but entire battlefields with tons of characters all over the place - and Toei still pulls it off under a much tighter schedule than other studios - pure magic.

hoo that Vincent Chansard sequence for the start of the father/son showdown with Kaido and Yamato is too good lol, love how Yamato has faith in Luffy and Momo coming back even after losing to Kaido. Fun reaction and discussion as always y'all, looking forward to more!

The guy who animated that last scene is called Vincent Chansard. The scene you were talking about with Chopper/Marco vs Queen was Akihiro Ota, who also did that one Kidd vs Beast Pirates scene and one of the recent Luffy vs Kaido scenes right before Kaido tossed him off the island. Both are definitely goats of the One Piece anime, and have some more fire scenes coming up!!
