The thing is: the World Government pinned the destruction of Enies Lobby on the Straw Hats but the WG knows that's actually bullshit. They technically destroyed it themselves. The bounties are pretty legit, though - at least for the top three. Sanji has a higher bounty than Zoro had after Alabasta. Zoro's bounty is higher than Luffy's after Luffy beat a Warlord. And for a rookie - 300 is SUPER high. It definitely reflects the ruckus Luffy caused. I don't think he'd be that high on strength alone.
