The live wallpaper feature is available starting with iOS 17.
1. Download an app that converts MP4 videos to LivePhotos from the App Store. (There are several free apps available - example : IntoLive app)
2. Set a Live Photo as your Lock Screen wallpaper on your iPhone

Android
You can set a moving screen as your Lock/Home screen.
This feature may not be supported depending on your device or OS...!
