Yes, his name is Tim Roberts. He was also the man who was trying to help Skyler find Walter when he had his "fugue" state. The other cop that was friend with Mike was from Philadelphia. They had come down to New Mexico to interrogate Mike. Also, interestingly enough, Tim is talking to someone on the phone about a "possum" 'causing issues. In the Breaking Bad episode 'Fly', Jesse told Walt a story about a possum that kept coming back to his aunt's house (the one who had cancer). Is Tim talking to Jesse's aunt on the phone?! As a last point, the acting by Rhea in the final scene was really good. You can tell she is aware of how they can be toxic when together, but at the same time she doesn't want to let go, she really loves Jimmy. Their relationship is so fresh and non-stereotypical, at least for a television show. We have yet to hear them say "I love you" to each other, but it's readily apparent in so many other ways.

He's the one who introduced Hank to Gale's case murder case when Hank was bedridden. Also the detective who comforted Marie when she was arrested for shoplifting (which is what triggered his bringing Hank into the case).
