It's even better man. I am Ukrainian and from there myself. I checked Ukrainian internet and it seems that the most prevalent grounding mechanism in post USSR countries is actually TN-C. So it's even older and more dangerous than TN-S. Of course in the conditions he lives in, I really wouldn't be surprised. The PE and Neutral wire in TN-C are actually in the same wire, maybe this is why he has such a massive voltage between the two. Maybe when I go there next year to visit family as usual I could ask my uncle for a multimeter and figure it out.

I think what's happening is the meter is basically a resistor with a high resistance, the voltage across which is what the meter measures. The meter is in parallel to "neutral" and "earth", but in series with the load (which is between "live" and "neutral"). Essentially it's a voltage divider between "live" and "earth", with "neutral" as the centre tap

GIMME DA SCOPE oh we're not doing that this time? OK. I can't figure out how you are reading a voltage across the wires at 8:34 and 8:40. Surely the meter is shorted out by the wires? The power supply and the load are both outside of what the meter should be measuring. I am confused.

I got more free energy than that, when the IT system is healthy I get 132V between both phases and earth and since on a single phase system only one phase is measured I can use the unmeasured phase and earth… maybe they have TN-S as distribution in Ukraine and not TN-C-S
