Very much of its time (and I mean the late 80s rather than the 50s!) and a cautious reaction to the complaints that the series had become too violent. A new showrunner and Doctor both finding their feet in this season - it all picks up from here. As for the bee keeper popular opinion at the time was that he was a exiled time lord too.
