One of my favourite documentaries. It was a little out of date when it was made (you can tell they were talking to guys who were outside the business for like 10, 20 years for research), but generally they nailed it. The whole thing of it was a couple of years before 9/11, when 9/11 happened it really left this movie behind, which is why they started doing things like mandating GPS in phones. There are some weird coincidences too, like the fact Renolds' date of birth is 9/11/40, even though the movie was 1998. To answer the question, the thing we realised, those of us who work in tech, the only real answer for balance is hefty cryptography - they can probably break just about everything, but if there are no catastrophic flaws in suites, it's going to be massively expensive to break encryption, but that they'll grow compute to what they need to actually do the job and not go much beyond it, because they'll have to justify it - even behind closed doors on a black budget like the NSA has - so they can break things they really need to break with good reason but not literally all the data all the time.
