If you want to see Mickey Rooney in a great film, check out him in Young Tom Edison (1940). It was during his child actor days, but he is anazing in it. He plays the Tom Edison as a kid. Also, highly recommend the sequel Edison the Man (1940), which starred Spencer Tracy in the leading role adult Tom Edison.
