The shifter took crowley's form to annoy him probably. They seem to like taking on the form of the person they're interacting with.

2022-09-18 00:44:59 +0000 UTCHi Evie, the second Crowley in the beginning was a shapeshifter looking like him. I understand Samuel’s point that the boys are strangers, but I think Dean’s point was that if it was him, he would’ve tried to figure a way where he wouldn’t have to choose and it seems like Samuel didn’t even try. That might be why Dean feels as betrayed as he does.
