But I also think she was probably turned away at like every step to try and see her daughter and then when the Bureau got tired of her coming around just told Ur that she died. Youβre entirely right, she could have done more and she kind of really did fail Ultear. But she was also lied and manipulated to by an agency they were supposed to have been able to trust and likely conditioned to do so. πβ€οΈβπ©Ή Digging the reactions!
