Fast, yet high quality - NEW RIFE frame interpolation model

Quality:
Noticeably higher than the previous 4.17-lite model, on par with the slower 4.17 model, and sometimes even performs better than 4.17.

Speed:
The speed of the new Lite model falls between 4.17 and 4.17-lite. Given its quality, it offers an improved balance of quality and speed compared to the previous two models.
VRAM Usage:
While the new Lite model needs more video memory, the VRAM demand is easily within the capabilities of most modern graphics cards.
This new RIFE model will be available in the next stable update, thank you for continuing to support this project! 💕
