[News] Super Fast Video upscale model / RTX Video Super-resolution for ALL platforms

One of these models is now ready for preview and will be available soon in future updates.
The model is still under development and subject to change.
1. What's the purpose of this model?
This is a small model designed for fast video upscaling, focusing primarily on speed. It works on both real-life and anime videos. Currently, its quality is similar to RTX Video Super-Resolution, but I am continuously working on improving it.
2. Why do we need another model similar to RTX Video Super-resolution?
RTX Video Super-Resolution only works on Nvidia RTX GPUs. This new model uses the Vulkan engine, which is compatible with all GPUs, including AMD, Intel, and older Nvidia GTX cards. Essentially, this model brings RTX Video Super-Resolution capabilities to all platforms.
3. Speed:
The speed is very close to RTX Super-Resolution, but there is still room for improvement.
4. Quality preview:
Right now it's quality is similar to RTX Video Super-resolution, but I'm still working on improve the quality.
