Project Leviathan was shut down for one key reason, and it relates to why the specialised drug-like ink was created as well as the computing systems to command them - their behaviour outside of battle.

All things said, Kraken Octolings were just too friendly. Too 'alive'.

Much like modern Octolings, Kraken specimens are quiet and intelligent in nature, but remarkably curious and almost innocent in their interactions with each other - owing to the isolated conditions in which Larvae were hatched. It was not uncommon for staff to be friendly with the specimens, which irritated the project manager.

And thus the project was shuttered by the said manager, who sought to temper this so-called "flaw" through devising a new method, one that came to be known as Sanitisation.

Meanwhile, the facility where the project was hosted was shut down, leaving all of the Kraken Octolings in hyper-sleep far underground - at least, until recently, but that is another story.
