Venice is a hub for trade, so even if the city itself doesn't produce much, lots of merchants come there for goods (or to sell goods) and all of that gets taxed.

I wonder why he didn’t get any banked xp though. Maybe he’s been closer to a super-administrator or secretary rather than a ruler so it doesn’t count?

I certainly wouldn't go there without finishing my mental defense protection quest from the Monk side. A god doesn't need to be a deity to be incredibly dangerous. Anyone calling themselves a god will be arrogant to the extreme and difficult to negotiate with.
