I mean... Lute and Adam do have points but... the main reason Sinners are so pissed and WANT to kill angels in the first place is because the exterminations started and they have been getting slaughtered every year for seven years.
Also another fun note maybe not plot relevant but seven is also a signifigant number in several bible stories. Like with Joseph advising Pharoh about the famine that was coming to save a certain amount of each harvest for the next seven years.

Am I the only one who thinks Abel is so cute? He is so silly I LOVE IT. And I like his design. I hope we get to know his character better, and I don't want him to die 🥺 Also, Sir Pentious (oh... poor guy) has always been one of my favorites, and this episode is amazing. And all the songs are amazing, as always! I'm so in love with this show and not feeling sorry about it at all. I'm so passionate about it, and I've been for all these years and still can't believe we have season 2. I was a fan long before the pilot came out. So yeah, I love it as much as I love rwby :3 And just... so many emotions 💖

The speaker seems to confirm the existence of a god in this universe. In legend I am pretty sure God's Speaker is called the Metatron or Gabriel depending on the myth. We haven't heard or seen any of heavens big names. Gabriel, Azreal, Uriel, Raphael or most importantly Michael. Either they are trapped elsewhere or doing important celestial functions that demand all their time or they are all incredibly hands off.

I like your theory that people get into Heaven or Hell because *they* believe they deserve it ... if we find out how Angel Dust (or his sister) died we can test that theory. It would be one hell of a subversion of Christian mythology if all it takes to get into Heaven is thinking you deserve it, rather than, y'know, being a good person.
The problem with Lute's argument is that she's viewing Hell as a monolith. Consider how you'd feel if you were judged by the worst members of your community. Yes, the Vees would probably invade Heaven given half a chance. The other overlords... it remains to be seen what they want to do. And of course any of the cannibals that survived will want seconds. But on the other hand, Heaven is not a monolith, either. Most of the angels were unaware of the extermination, and probably wouldn't want them to resume.
But what could cause issues in Heaven is ... if a soul can ascend from Hell, could an angel fall from Heaven? Lucifer was an arch-angel, that's one thing, but your average soul from Earth? That might cause some anxiety...
It's funny that some of my favorite portrayals of Christianity - Hunchback of Notre Dame, Good Omens, Hazbin Hotel, all do the one thing you're never supposed to do - question it. And I love it. Some of the most Christian people I've met, aren't.

As for best way to handle the political situation, I think the key to preventing future uprisings is to make sure no one have a reason to revolt in the future. Which goes beyond helping the sinners get redeemed. No reason hell needs to be as bad as it is. Sinners like the vees sure need to be handled one way or another but in general most arent that bad and the demons in helluva boss seem capable of being fine. Current power structure a mess. This show gives a lot to think about.

I think the skepticism over what happened to Sir Pentous is warranted. What is more likely, something that has never happened before and is believed with good reason to be impossible or a powerful demon finding a way to send someone through? The problem with proving a miracle is theres nothing ti comapre it to.
