I always assumed that in the Klingon War timeline Starfleet was readying a last-ditch plan to send a Galaxy Class ship back through time to provide advanced weaponry to an earlier version of the Federation. In Picard's time Starfleet is aware that Kirk's crew managed to deliberately time travel back to the past successfully on two different occasions, once even while using a crappy Klingon Bird of Prey, so it could definitely be done. And "protecting the timeline" kind of goes out the window when you're about to be forced to surrender to the Klingons. Imagine a galaxy class ship being sent back a century in time...after the Federation upgraded all their ships the Klingons -- and the Romulans, and damn near everyone else -- would never be a problem again.
