I find it awesome that Riker is allowed to display the raw emotion to various alien species that Picard, as the captain with a diplomatic attitude, can not. Unsure if that was a producer/writer/director note or an acting choice by Frakes, but Frakesβ delivery here and in prior episodes remain as small but noticeable highlights for me.

They did the same thing with Kate Mulgrew on Voyager, it seems that the producers were obsessed with both cast members hairstyles to the actors annoyance.
