Hal Sutherland's name being left on the end titles wasn't laziness. He was one of the founders of Filmation Studios and oversaw the direction of all of their shows even if he didn't personally direct an episode. The other two founders were Lou Scheimer and Norm Prescott. Those are the two names that you see in that rotating circle at the end of the titles.

I remember this being one of the first animated episodes I saw. Weird, I thought. Well, you couldn't have made the break-apart guy in the regular series. I think that was what the whole episode was about, although I guess they thought about doing this as a live-action episode somehow. I think they just wanted to animate an alien who could break his body apart. Gerrold, the writer, mostly liked the way the episode turned out, but he did not like the way the body parts floated around. Yeah, that didn't really make sense. It sounds like the episode is partly-memorable for introducing Kirk's middle name. Apparently the full name of the main character in Gene Roddenberry's 1964 series The Lieutenant was William Tiberius Rice. Prominent episode writer David Gerrold later claimed to have devised Kirk's middle name from a book on torture. When Gerrold was developing this episode for the animated series' first season, he made the decision to write the name into the episode. D. C. Fontana passed it by Gene Roddenberry who approved. Apparently this is the second time Uhura has taken command of the Enterprise, following the The Lorelei Signal. (I guess they couldn't find Michael Barrier to come back and play assistant chief engineer DeSalle as he did in Cat's Paw.) The title of this episode, Bem, is an old science fiction term meaning Bug Eyed Monster.
