Dear Colleagues and Partners.
Throughout our world's history, mankind has been aware of Pokémon that are not normal. Pokémon with abilities that are beyond regular Pokémon powers and traits that defy all known limits. Pokémon so powerful some believed them to be gods or at least mythical in nature.
But when you start thinking about those so-called ''gods'', what do we know about them? Where do they come from and what makes them so special? What are their motives and a more important question we ask ourselves, how can we guarantee they won't turn on us? How much longer can we have blind fate in those ''gods'' to do the right thing and who will stop them when they won't?
The International League has strictly forbidden any research regarding these questions and actively prosecutes the ones that do. Calling it a safety hazard but are we not in danger right now? Anyone that has seen the ruins of the Orre region can say without a doubt that there are real threats freely moving around in our world, unconstrained and free to do as they please.
But I personally believe that the age of darkness for mankind is over.
People in the shadows are working on ways to free us and lead humanity down a path in which we don't have to fear the unknown. A new world without gods.
To do this we must use our biggest strength, something Pokémon have always lacked: Creativity and innovation.
The main purpose of God's facility is to find a way to kill or capture a Legendary Pokémon, find a way to utilize its power for the fate of mankind and expose the true nature of those false gods. To do this we will pursue any lead, do anything we can and cross boundaries mankind has never before.
Because make no illusions, to kill a god we need a devil.
If you're reading this it means that you understand the nature of our problem and are one of us now.

" Hahahaha," Austin muttered, "That's some bullshit."
"What does it say?" Green asked while placing down her card.
Austin scratched his head. "Well, it tells me that everyone down here is batshit crazy." The amount of flaws and assumptions in that introduction letter was staggering. Makes me wonder how anyone would ever think this place is not messed up.
"Also great news," Austin said, "They were looking for a way to kill or capture a Legendary."
"What, why would they do that!?" Green sounded like her favorite pop star just got dragged through the mud.
"Paranoia," Lucario replied before his head slammed onto the table as the aura Pokémon got knocked out from chocolate alcohol cocktail consumption.
Austin opened an archive and an enormous list of files was revealed. They all had weird names but they were somewhat more organized.

This kept going for a long while, every single entry ending with the word 'Terminated' whatever the hell that was. No, Austin had an idea what it could be but he did not want to believe it.
The subject part of the title was midway through the list replaced by the word 'project' as if that would make it less creepy.
As the list came to an end, they were given names besides their number, a little extra information that wasn't really clarifying anything. What did those names even mean?

The list went on like this for a couple more entries. More terminated than not but a couple were still around.
One entry caught my eye.
Project Z
It was the final entry on the list and for some reason, Austin felt drawn to it as he clicked on it and a big document opened up.

[ Synopsis ]
Project Z or Project Mega is the dream of creating a Pokemon that can permanently remain as one of the Mega Evolutions of the starter Pokémon Charmander. The species has the ability to physically change its appearance, power and typing into two distinct evolutions beyond the normal 3 stage evolution, this phenomena has been dubbed as Mega Evolution.
The Charizard-line, were a rather peculiar line, even amongst fire-types. For one thing, there existed no other pokémon to date, whose genetic constitution matched so closely to draconic DNA, as it did in case of Charizard. One only needed to see a Charizard to understand the draconic parentage in them, what with their entire body anatomy being better suited to draconic species than most dragons out there.
And yet, they were classified as a fire/flying-type species.
Initially, the official record about their classification had generated much negative public opinion. After all, if it looks like a dragon, flies like a dragon, belches flames like a dragon, it must inevitably be a dragon. The answer to that conundrum came from a research report submitted by Lazarus White, a reclusive pokémon researcher from north-east Johto. His granddaughter Liza, is presently the current head of the family and the caretaker of the Charicific Valley, a haven for Charizards. The protection and maintenance of the Valley has been with the White family for several generations now.
According to Lazarus, the Charizard-line came showed direct descent from two very specific draconic DNA—the first is Tyrantrum, a fossil pokémon species whose remnants were excavated out in Kalos around ninety years ago. The second, unbelievably so, was Moltres- as was discovered after detailed analysis of one of its feathers that was apparently gifted to the Wataru Clan some two centuries ago. It is not clear how such a genetic combination came into being, though it is believed, that the amplified potency of the Fire nature in Moltres was somehow able to dominate over the draconic nature in Charizard, giving higher priority to Fire typing than Dragon. The exact answer is still a subject of research, but it is clear that the Charizard line, is the only fire-type in the world of pokémon, that is, to put in more crass words, not a glass cannon, like most fire-types generally are.
While the draconic DNA turned recessive, it did impart the physical strength and might of dragons to the Charizard-line, a fact that becomes extremely distinct with each successive evolution. As a Charmander, almost nothing save a dragon dance, or a paltry dragon breath was what it was capable of, but on further evolutions, a Charizard was capable of performing almost everything that a pure dragon could do.
And yet, its innate Fire nature didn't give way to Dragon to establish dominance.
The answer to this quandary came in the form of Mega-evolution.
Mega-Charizard X, a type where the draconic DNA got access to further evolve, and become much more active than the extremely potent Moltres DNA, gave rise to the form of a black draconic Charizard with a dragon/fire typing. It was, in essence, a quintessential specimen with equal aspects of Fire and Dragon, both enhanced to massive proportions. The other, was Mega-Charizard Y, where the Moltres DNA attained further evolution, making the form the ultimate fire-type, second only to the might of the original legendary itself. Its fire-power and abilities were superlative, a clear indication that its origins lay in the primordial personification of Fire itself.
These Mega evolutions while currently not fully revealed to the public are beacons of power that can help the God's Facility achieve their goals of killing a legendary Pokémon but the power of mega evolution is temporary hence Project Z was created.
The baseline (Z) is to physically alter the biology of the Charmander line and reconstruct it until Project Z perfectly maintains one of its Mega evolution permanently.
The alterations to the DNA of Project Z is to bring out the latent potential of either the traces of the tyrantrum line or the legendary Moltres hidden within a Charmander's DNA. DNA taken from Project Z should be an identical match to state of Mega evolution X or Y.
Although we have the capability of constantly reconstructing the DNA of a newly born Charmander, the pain and physical toll on the creature seems to result in the body of Charmander rejecting the chances and ultimately resulting in death. With the current research in mind, there doesn't seem to be a demand for extra nutrition when the gene editing is done but the body of Charmander can't withstand the chances and it ultimately rejects both the activation of the draconic side and the fire flying side.
For the completion of Project Z, newly born Charmander aren't to be used rather we must begin the process of gene editing and activation as soon as the zygote of the Charmander has been established ]

It is a common saying that lava does not harden into rock, but into fur, and in this way a Quilava is born, for the way in which flames sprout from its back recalls a volcano erupting. The reality is somewhat less interesting; Quilava are an early branch of mammalian pokemon often seen as primitive and rely on these fires to regulate their internal body temperature. Their fur has sacrificed warmth for fire resistance, and was used in the old days to make clothing for firefighters, for it protects the wearer so well that they could walk through Cinnabar Volcano unfazed.
Ironically, the very item which protected Quilava from their own heat and those of predators, after tens of millions of years, became the cause of their downfall. People from farflung desert regions and volcanic islands were willing to pay a premium for Quilava fur. The Emperor of Johto at this time had lost a palace to a Cyndaquil fire, and was eager to comply, but was far more interested in paying off a vast governmental debt than in maintaining the population as a resource for the future.
Thus passed the wild Quilava from Johto, overhunted like so many others.
