Character is Lilique Kadoka Lipati from Mobile Suit Gundam the Witch from Mercury. Questionable pacing of season 2 aside, it was an enjoyable show, and the ending was satisfying at least.

There was some really nice fanart of her towards the end of season two, when I saw her in this outfit I knew I had to draw her in it as well, she's such a sweet girl.
