He actually killed five people this episode, if you remember! The Long Halloween - by Jeph Loeb and Tim Sale - is one of the best Batman graphic novels of all time, and it was a huge influence on The Batman movie and this series. Dark Victory, with The Hangman, is the sequel to it. Highly recommended both, especially if you're enjoying The Batman and The Penguin!
