Personally, I prefer my father's solution: you don't get rid of the cape, you get rid of the attachment. Finding the right balance point so that the cape stays on for super sonic flight but falls off rather than pulling the hero into a shredder may be a bit tricky, but it feels like it shouldn't be too hard.
