Ideally speaking, it might help to be largely (60-75%) feature-complete, as it will give the best out-of-the-box experience imo. That, or the final option with a very large disclaimer that the mod isn't 100% feature complete, because I'd be lying if i said I didn't wanna get my paws on this masterpiece asap.
