angle that gets most vote gets to be the public version
the kicked is that the top 3 angles gets to be tier version
tier 2 gets all angles (including the ones in bonus folder)
also on an unrelated note, imma stop sound stuff on personal anims for now, cuz this is costing me and nowadays every cents counts
