Apollo is as much of a showman as he is a fighter. When he publicly challenged Rocky to a rematch outside of the hospital, that was mostly for the cameras (and maybe to maximize public interest in both fighters). Apollo wasn't necessarily serious about the rematch until after he started reading the hatemail.
